Context
The post holder will provide leadership and expert technical knowledge to plan, implement and manage compliance of all aspects of fire safety across all assets. They will develop, implement and review all fire safety emergency plans and procedures for residential, commercial and work place premises. They are the responsible and competent person to ensure all statutory and non-statutory fire safety measures are in place and fire risk assessments, inspections and audits are completed across LBL 33,000 social housing properties and assets.
Job Purpose
The post holder will ensure LBL meets both statutory and non-statutory fire safety responsibilities in relation to legislation and associated building regulations. They are responsible for the overall management of clear, consistent and quality fire safety management on a strategic and operational level. They will develop strong working relationships with relevant consultants, service providers, in house staff, external agencies (including the London Fire Brigade) and residents. They will be qualified to make decisions and recommendations in relation to the quality of incoming FRAs to the Head of Compliance. The post holder will provide a professional advisory service working across Departments and the Capital team to provide clear, consistent and quality fire safety management, repairs and improvements, on a strategic and operational level to all housing stock. Direct line management of 3 x Grade PO3/4
Responsibilities
- The responsible and competent person for managing fire risk in LBL HRA properties. Ensuring LBL meets all statutory and non-statutory fire safety responsibilities in relation to legislation and associated building regulations.
- Provide expert guidance on high level complex matters to the Head of Compliance as required in relation to compliance procedures, identifying any gaps and developing
- effective procedures to fill any gaps. You will ensure that procedures and working practices are reviewed and updated on a regular basis.
- Ensure fire risk assessments, inspections and audits across all stock, including residential premises, and work places are undertaken. Develop and implement fire safety emergency plans and procedures for all residential, commercial and work place premises.
- Provision of clear, consistent and accurate fire safety management advice and guidance at strategic and operational levels to protect all LBL HRA stock.
- To develop staff to deliver their job roles, monitor performance and manage performance actions where required in accordance with HR policies and vulnerable person’s policy ensuring that staff /contractors are suitably trained
- Maintain expert knowledge in relation to all fire safety matters in order to make recommendations and work with across Departments and the Capital team to extend the current program to ensure all possible risks are covered. Provide professional technical support and expertise to investment and repairs teams as well as other housing staff in all matters relating to fire safety.
- The post holder will be required to have good understanding of building safety management.
- Survey and provide specific technical design input to individual works, schemes or work stream delivery packages and undertake contract administration of borough and area wide contracts as required.
- Assist with technical fire safety input into capital works, including attendance at project meetings and boards and provision of timely competent technical reports and strategy documents.
- Manage fire risk assessment programmes and ensure robust systems are in place for appropriate fire safety with all asset register items included.
- Establish mechanisms to manage and maintain property information for all aspects of building works relating to fire to ensure compliance with requirements. Ensure that records, documents and processes relating to fire risk management are in place, up-to-date and compliant with Fire Safety Policy.
- Prepare fire safety reports and statistical information for Management, Executive or Board committees as required. Assist the Head of Compliance in preparing and reviewing Building Safety Cases
- Assist in the planning and delivery of emergency exercises. Contribute to the monitoring of existing and the development of new processes and procedures to facilitate the management control of fire risks.
- Manage contractors and consultants to ensure fire safety standards are fully met. Audit and risk review contractors’ performance in relation to fire-related works, including pre- and post-inspections as necessary.
- Ensure that resident fire safety needs are prioritised and addressed, and that residents are and feel safe in their homes. Participate in resident engagement, ensuring that the customer is put at the heart of everything
- Where necessary act as or on behalf of the Contract Administrator using technical expertise to ensure effective performance by the building services, construction and maintenance contractors.
- Evaluation of alternative fire related designs and specifications and lead on design standardisation
- Lead and deliver expert training to housing staff, contractors and consultants.
- Liaise with external professional bodies including Building Control and London Fire Brigade as required.
- To carry out any other duties related to the post which might reasonably be required.
