The Head of Strategic Assets is a key role within Valuations and Strategic assets team responsible for processes, policy and systems as well as leading on complex landlord and tenant contractual cases. As such the role requires an individual who can demonstrate significant Landlord and Tenant and property contract expertise and must be a chartered survey and current MRICS.

The Valuation and Strategic Assets team (VASA) advises the Council on property where there is an opportunity to exploit the underlying value of the asset either through a third party letting, disposal or acquisition, leading to a capital, revenue, or social-value benefit, ensuring the best use of our assets to deliver the borough outcomes. VASA leads and co-ordinates the development and delivery of the Council’s Strategic Asset Management Plan (SAMP) and the Council’s corporate vision for its property assets.
Main purpose of the post:
The purpose of the valuation and strategic assets department is to advise the Council specifically on opportunities to exploit the underlying value of property assets either through a third party letting, disposal or acquisition, leading to a direct capital, revenue, or social-value benefit.
Accountable for the development and delivery of property and asset programmes of work, ensuring that the Council is making the best use of its asset base in the delivery of its outcomes, this role is to ensure the provision of high-quality advice to the Council, Cabinet Executive and Senior Management Team on matters pertaining to property and assets of the authority.
As deputy to the AD VASA, the purpose is to lead and deliver a value adding, customer focused valuation and strategic asset’s function that collaborates with service colleagues and other professional functions to meet the needs of the authority and the changing service environment, delivering on corporate objectives and responsibilities while complying with statutory and policy requirements for the management of property.

This Head of Asset Management role will lead on maximising benefit from technological changes, focus on becoming a data led, value adding professional advisory and support function in delivering transformation to the Council in relation to the management and operation of the Council’s property and the asset base.
Generic responsibilities:
- To deal, without professional support, with work of the highest complexity and technical content as appropriate to the duties of the post.
- Provide professional leadership for the Council’s VASA team being accountable for ensuring that internal customers are aware of standard processes and regulatory requirements in relation to property and how these processes are designed to protect the Council and support effective service delivery.
- Forster a customer centric approach to delivery by supporting users of the service to pro-actively engage and seek professional advice. Work with Services to develop an annual work programme for the team ensuring and promoting performance and professional competence of staff.
- To proactively support and take ownership for the sound delivery of all aspects of acquisitions, disposals, leasing, and other property transactions, to the highest professional standards including reporting on performance, facilitating internal and external scrutiny as appropriate.
- Contribute to the capital pipeline through the strategic disposal of assets for the future delivery of major housing, education, infrastructure, and other priorities.
- Maximise value/revenue generation through lettings to third parties in the existing portfolio and identify and implement opportunities for new and emerging revenue and value generation.
- Develop innovative ways of exploiting the underlying asset value across the borough and be responsible for the acquisition of properties where this can create additional value, either through land assembly and/or marriage value.
- Investigate and identify investment opportunities for acquisition to provide a secure income stream or enable added value and advise the Council on any associated risk.
- Advise on major regeneration projects, particularly those involving complex Joint Ventures, land swaps, or other transaction services, including CPO.
- Advise and provide professional support to the council on all aspects of strategic housing advice, including significant enfranchisement cases, buybacks and minor disposals.
- Lead and innovate on new asset disposal and acquisition ideas, spotting opportunities and keeping a strong market ‘interface’.
- Develop a strategic approach to the procurement, monitoring, maintenance, management of the framework of consultants and external professional advisors responsible for estates and professional advice and the rent roll, to ensure the professional running of the portfolio and that opportunities to maximise revenue are being fully exploited. Renew frameworks as required. The task includes a high level of commercial knowledge combined with an understanding of the Council’s outcomes and how the portfolio contributes to these.
- To work closely with colleagues in the team and across the Council to roll out the most efficient occupancy arrangements, capturing and communicating the competing demands for the limited resources and assets of the council.
- To work with the team to closely monitor, challenge and review the performance of the commercial and operational portfolios, producing all relevant data to enable the council to make strategic decisions in respect of performance, including recording and analysing patterns of disposals and acquisitions.
- To devise strategies and lead on all dilapidation claims against the Council with the objective of mitigating claims and keeping all settlements to a minimum.
- To ensure that all disposals and leases are at best value and advise on the appropriate valuation considerations, including accountability for social value, as required.
- To ensure that all opportunities for future value are captured and monitored ensuring that there are systems in place to do so.
- To actively seek and implement opportunities for the reduction of carbon on the estate collaborating with colleagues across the Council where appropriate.
- To lead in developing, implementing, and influencing Council-wide process of property reviews, asset utilisation, disposals, and acquisitions, to ensure that the Council achieves cost effective use of its land and property assets, and to ensure provision of appropriate information to Tech Forge and other databases as required, taking confident, appropriate action in the event of conflicts.
- To ensure timely response to members and customers queries in respect of the portfolio, as well as closely liaising with the Council’s legal team and dealing with all legal issues arising and taking appropriate action to protect the Council’s position in the event of challenge.
- Deal with correspondence and enquiries including Members, MPs, FOIs, questions and to liaise with external bodies such as RICS, GLA, LGA, HCA and provide information as required.
- To make effective and efficient use of the council’s resources through a risk management strategy and approach; working with external suppliers and contractors to ensure the team and authority can achieve value for money and positively impact on outcomes and maximising opportunities to generate income and capital on behalf of the council through agreed levels of contribution to the team’s income target.
- To continually challenge existing delivery of the property function and implement change to bring about improvements, be innovative and develop options for achieving results and encourage the team to do the same.
- To directly line manage several staff providing excellent people management ensuring staff are trained, developed and capable to deliver the work and that good working practices are in place.
- Carry out the duties of the post in accordance with the Data Protection Act, the Computer Misuse Act, the Health and Safety at Work Act, and other relevant legislation, as well as Council policies, procedures, Standing Orders and Financial regulations.
- Undertake any other duties that may be required to meet the exigencies of the service. These may be varied from time to time to meet the needs of the service.
